why just a five year ban? why are repeat violators not just shown the door?! the sport doesn't need them!!

The stewards ruled that Chapa violated four rules or racing: possession of contraband, influence of race prohibited, unlawful influence on racing, and inhumane treatment of horse or Greyhound.

The latest suspension is the third for Chapa for attempting to alter the outcome of a horse's performance during a race. During his first year as a jockey, Chapa was suspended for nine months in Texas for possession of contraband intended to increase or decrease the speed of his horse after he told investigators he used a nail on his horse. In 2007 he was suspended five years in New Mexico for possession of an electrical device and was reinstated on a probationary basis in May 2011 prior to completion of the suspension.

reprehensible repeat behaviors. he should never be allowed back.

I guess he learned his lesson the last time he was suspended for five years, why increase it when he does the same thing?

it is beyond absurd.

would the sport miss him if he was ruled off forever? of course not.

who does it serve if he's allowed back? again?

I think the truth of the matter is that the use of buzzers is so common that it's not even considered a big deal. The authorities have to act like it's a big deal but I don't think they truly think it's a big deal. How widespread is the use of buzzers? Since the year 2000, there have been 53 guys caught. I bet guys are caught less than 1% of the time, so there are probably thousands of instances of guys doing it. I had no idea that the use was still so widespread until seeing that statistic that there have been 53 cases since the year 2000.

53 may be a fictional number

i find that hard to believe...and i've never thought that's a good excuse to do it...that everyone does it.

53 guys caught.... from 2000 to 2014. total number of races in that time span?
820, 114.
that's one buzzer for every 15,473 races in this country.
so..widespread use?
doesn't look that way to me.

If 53 guys got caught, how many were there that didn't get caught? I highly doubt they catch more than 1%. If they catch 1%, that would mean that there were 5.300 cases. I was recently reading some comments from a former jockey who is now a trainer. He was riding in Kentucky in the last 10 years. He said that there were some jocks who all the other riders knew were carrying devices. Yet he said there were never any raids on the jockeys' room and there were never guys being frisked or anything like that. So how is anybody ever going to get caught? As I said before, I doubt they catch more than 1%.

Frankly, I don't care what you 'believe' about the rate of those caught, or how many use it. Its banned and should treated accordingly. If its a constant issue like you suggest, then I guess I need to question putting one more red cent thru the windows.
I don't wish to think that's the case, and the hundreds of thousands of races in the time span, with 53 caught, does not indicate rampant use as you think there is. The numbers don't back up your belief. And how many are repeat offenders?
Or are we to assume that since some get caught, they're all using them?
Based on your assertion, that's one buzzer every 154 races. Is that enough to be considered 'common'? Where do you get your numbers? Mine are from that site...

I wasn't implying that they're all using them. At the majors tracks like Santa Anita and Belmont I don't think that too many jockeys use them. I think it happens occasionally but I don't think the use is rampant.

With regard to your assertion that "the numbers don't back up my belief" that only a very small percentage of people using them were caught, I don't know how you come to that conclusion. If investigators are not really taking any proactive measures to catch people, then how could anyone come to any conclusion other than only a small percentage have been caught?

I am going to give you an analogy. If a security guard at a concert attended by 10,000 people frisks 100 random attendees and finds that 5 of them have marijuana, what conclusion would you draw about how many people at that concert probably have marijuana on them? If they only checked 100 out of 10,000 and they caught a total of 5 people, would you assume that only 5 people at the concert had marijuana?
