Now, I am not a steward clearly. I know that Castellano gets away with many dangerous actions on the track in the name of being competitive.

This deserves days in my view. The rider's actions put several in danger on the track and that must be handled by the stewards.
These are 2 yo horses, why try to split them instead of around ?
