All that matters is that Martin Panza is apparently now against the universal 8-horse limit, or else it would not have been changed. It is the latest of many good changes that he has made since becoming head of NYRA's racing department.
That's fine, whether true or not, but you made an accusatory remark, and I think it's only fair that you back it up.
