Of course. Just like anything in horse racing, there are no steadfast rules. I've seen 2 y.o's freak their first start only to regress their second start. But "generally" speaking, if a horse is a decent 2y.o., he/she should turn in a better performance figure wise with a race under his belt, and maturation of the horse. Other factors may include trainer stats, etc.
