They will divert money to trading on foreign markets where no transaction taxes exist (Hong Kong/China wont go for it) or the money may be taken out of play entirely.

So the big American Wall Street investment firms are going to move out of the country and cease practicing here if there is a 0.1% tax on trades, and a 0.01% tax on derivative trades.

Have they said this?

Do you think that will be a deterrent at those levels? And yes they will move money to places they will make more money. That is pretty clear no?
