Let's call a spade a spade NJ (the State) gets it! NY State wants to figure out why employee A at NYRA makes 100k a year but is willing to let Union employee at OTB make 100k a year without working a half a day nevermind a full day?
The half day concept is a brilliant stroke of genious in increasing the handle.
