There appear to be some pronounced animosities growing out of BCL's 'permanent host' concept that have the potential to again scuttle what looked like a real attempt at an industry-wide directional organization. Sanan will talk about it when he's at liberty to talk about it.
The Breeders’ Cup website essentially states that the mission of the organization is “promoting racing, but uniting the industry itself.” A decision by the Breeders’ Cup board to select Santa Anita as the permanent site of the organization’s championships would be one of the most divisive decisions made by leaders of an industry that too often is fractured.

Your post suggests that the irreparable splits likely to be caused by such a decision, aside from harming the viability of the Breeders’ Cup as we currently know it, would have the (likely albeit unintended) consequence of harming inter-jurisdictional cooperation on a whole host of important issues facing the industry. If nothing else, the need to promote the "greater good" should give the Breeders' Cup officials considering the self-serving permanent placement of the Breeders' Cup at Santa Anita reason to reconsider that ill-advised concept.
