It varies from horse to horse and situation to situation ...

... some horses relax when they're steadied and have more energy left for the final drive ... while ...

... while other horses get frightened or frustrated and waste energy when steadied ... then have nothing left.

Sometimes the same horse will react differently from race to race. Unfortunately ... you can only discern this after the race ... not before.
