No. Obama told Canada no, because environmental reviews are not completed, the alternative plan they are to submit to avoid the aquafier hasn't been yet submitted, because the Republicans forced Obama to make a decision before those things were done.

The pipeline will be reviewed again when they submit those things. The President made sure that his current denial included that provision.

BTW - it is the Republican Governor of Nebraska that is leading the charge for delaying the pipeline until environmental threats can be mitigated.

Look at a map. Where are the nearest ports for shipping to the Canadian Oil Sands? Why doesn't Canada export it's own oil, out of it's own shipping ports? Because they won't allow the pipelines to be built across their own country due to environmental concerns! Because they refuse to build oil transfer ports on their own bays and great lakes! They refuse to allow those pipelines to transverse their own wilderness!

The black pipeline, below, already exists. If the XL addition is built, that increases the cost to us of moving our own oil in the midwest. This is NOT regular oil pipeline. This is abrasive, tar sand pipeline. It is not the same thing. There have already been 11 spills on the existing pipeline over it's existence.
