Anyone with even a shred of brain stem can see what the problem is. The politicos who want to ruin NYRA have consistently held up the VLT liscense. This is not NYRA's fault. One of the board members has even admitted this.
The funny thing is that once again NYRA has them by the nuts. If they allow NYRA to go broke and go under, and allow racing to stop in NY, an awful lot of politicans will have an awful lot of explaining to do to their constituents who lose tax revenue as well as jobs.
