Default Help with NY Claiming Rules

If a horse in entered in a claiming race and scratched, what are the rules about where he can be entered next? A standardbred owner friend of mine claims that in his sport they must be run for a tag next time out and I was wondering if a) that was true and b) if that applied to thoroughbreds as well.

The reason I ask is because I was seriously considering partnering up with said friend and a few others to drop a slip on Tuffend in the first. I was shocked to see him in for 20K after running a good second to Please Impress last time out and then watching that one come back and romp Special Weights last Saturday. What could Contessa have been thinking putting this one in for 20K?
