as the article said, this isn't the first time rangel has tried this. and i think this time will be just as successful as the last.
having seen in the last few months that both enlistments and re-enlistments exceed the set quotas, i think they'll have a hard time convincing many that the draft is necessary.

i know some countries, israel for one, have mandatory service in their military. i'm not so sure that would fly here.
