Set them free! Remove all regulations to fund any health and retirement benifits and let them sink or swim.
In this case the taxpayer has done enough floating all the benifits and health care costs. Chapter 7 sounds fine! The creditors will be paid out in BK court! Imagine the savings and beauty of having American streets uncluttered wo/mail boxes!
