I don't know,but it obviously hurts off the pace horses on the turf.That horse who won the 7th was like 5-10 lengths the best,but didn't win by that much.Fairness towards raters goes out the door when they put that damn rail out 24 feet.They need to give all the owners a chance(not just the speed that it favors when they throw that damn rail out there.)I guess they are saving it for their precious Cal Cup Turf races.Calbred day,New York bred day..No wonder every cheap mare in those 2 states is knocked up in an effort to hit Lotto.Believe me,if they had to survive without that baby bottle called statebred races,they would start looking for quality over quantity.California is bad about it,but New York really gives out wheelbarrels of money to low quality horses.Any cheap mare with an egg left is getting serviced.
