Because the news articles said the protocol was he makes the toast, then the band plays at the end of the toast, and the palace admitted the band screwed up?

Any dignitary worth their salt knows that you don't talk during God Save The Queen...especially if you're toasting her. It's also wise to, at the very least, remember the first two lines of the toast without looking DOWN at your notes.
