Why would Arlington rake 15% off of fields shorter than 6?

Isn't the track responsible for offering purses/conditions that are attractive to owners/trainers to enter their horses?

Or, did Arlington institute this rule because they feel Calabrese was hindering field sizes?

They are trying something to see if it works, and reviewing it in 45 days, and then they are probably just gonna cut purses. My assumption
