My prediction - or at least my hope - is that horse racing (whoever that is) starts to make meanginful strides towards making the moves everyone knows it needs to make, but that no one wants to try and figure out how to make them.

How's that for a loaded statement?

In other words...

People are not gambling as much period - on cards, slots, horses etc... hoping they suddenly start to again, or at least to the levels they did in the past, is wishful thinking. You can't make money in the past. Racing's handle has dropped from $14.7 billion to $12.3 billion in five years... where does it go from here and what is "horse racing" going to do about it.
