Asking for wagers, like the market. There is no "house", just a location to match buyers and sellers. If you like a horse at 4-1 and I think that's too low of odds, I can sell you the wager. Let's say you want $200 on and I only want to book $100 (so risking losing $500), you can find someone else for the remaining $100 at 4-1 or try and lower your price to 3.8-1 (like you would buy a stock at $5 then $5.05.) in the UK they are matching over a million pounds per race on mediocre Wednesday cards. The US needs this.

this system exists. I've seen it in action many times.
horse loads in the gate at 7-2, takes an open length lead on the backstretch at 5-2, turns for home with no contenders at 2-1, and passes the wire at 6-5.
realtime odds, great if you can get in on it.
