Unlike this administrative rule change, that would take legislative action. While the Palm Sunday/Easter restrictions are a bit outdated today (racinos can be open but can't accept horse racing wagers), I think that was part of the political compromise to even allow Sunday racing. The religious groups would probably oppose those changes, but it's still worth a shot.
