I think you would probably say Stevens was his guy if any one person was. Baffert always seems to spread around his horses and jockeys seem to fall in and out of favor with him.

Bailey was aboard Captain Steve in the DWC, and Roman Ruler in the Haskell, but I don't remember him winning many other big races for Baffert. If I associate any jockey with Baffert when Baffert was at the top, it would be Gary Stevens.

bailey rode a lot for baffert on the east coast including silverbulletday.

Baffert also used a lot of West Coast riders when his horses ran on the East Coast. Except for Congaree, I don't know if Bailey rode too many horses for Baffert in SoCal.

He rode Real Quiet in the 99 Hollywood Gold Cup...Composure in a couple of Grade Is in 03, Flame Thrower, Rojo Toro etc..
