Nah, horse racing may be best at it, but others can try, too. Look at the rule changes and "evolving" rules in the NFL. As just one example, pretty soon they'll just tie flags on the quarterbacks and be done with tacking and hitting them altogether.
Then again, I could be wrong--after all, how will they tie a flag on Tom Brady's skirt?

point well taken. some of the calls in the offensive backfield have been terrible. blocks are called tripping and if you sneeze on the QB, its a flag.
