One logistical problem:

Since the "wiretaps" in question were actually listening over-the-air to conversations where one party was outside of the U.S., how do you get a warrant and serve that warrant to the individual outside the U.S? This does not even take into account the fact that the conversation may last only a few minutes and it takes hours to get an explicit warrant.

Of course warrants are rightfully sought in 99% of criminal investigations, but what do you do in this case?

The wiretaps were made on phone calls placed to the united states. No logistical problem at all.

The wiretaps were illegal and unconstitutional. There really isnt anything to be debated.
