I have seen horses hit on the side of the head while bearing in or out uncontrollably as a last ditch measure ...

I do not know if this was the case here, but it looked like the mare was ok on the rail and got a punitive crack in the face ... Maybe , maybe not ...

It looked bad enough for the stewards to take measures, but I'd rather hear a final answer before I make a final judgement ...

It is, however, inargueable, that racing does not need this, and neither did the poor mare ...
