i'd imagine it would be a hold on your card--essentially the same as a charge, since you can't use that amount of credit--but it doesn't accumulate interest like a charge either...
the lower amount might be if you indicated you would take a cheaper seat, if too many got drawn in for the higher seats... all just speculation on my part tho, i didn't read the fine print as i wasn't looking to attend this year.
