That's the part that infuriates me about these cases. AC officers have a very tough job - basically if the animals have some food and water they can't do anything to seize the animals. Alot depends upon the local AC's, too - do they care enough to keep a close eye on such situations when they are alerted, and step in as soon as they can, legally?

It's tough for the AC's, but it's tough to see animals have to get to nearly the end of their lives, or have one or two die, before someone can step in, too.
