sounds like NYRA should have done more to alert gamblers as to what was going on. But, I'm not surprised with the way they seem to be running things there these days.
Zippy they announced for five minutes non stop before the race that there were refunds on all wagers and even explained why in relation to NYS law.
Trying to blame NYRA because this guy was at a simulcast outlet with no sound on is really not sound.
