If it was in the tracks financial interest, they could pay bets not involving the two winners in a combined bet as separate wagers, and move other horses up one place.

Let's say two teams in an MLB division tie for first. Is the next team after them the second-place finisher? No, they're awarded third place. You can't be in second if there are two horses in front of you.
