I want the entire system revamped so that we can make fair and equitable rules and penalties for breaking those rules. Currently the system is so screwed up that any fix is just a bandaid or PR attempt. But I do believe that if a trainer is found using EPO or another substance that only be used for enhancement they should be given a serious penalty, not a slap on the wrist. However almost every positive test that we hear about is an overage of a widely used and accepted medicine. Most of these positives have very little effect and many of them are only called positives based upon the rules of a particular state. Meaning that 2 nanograms of a particular medication may be found in a horses system, state A calls it a positive, state B does not. When you bet on the race in state A you feel cheated even though the SAME amount of medication is being run on in state B, where you have no problem.
