Then they may go to the state and ask that they be able to keep 100% of the customers wagers because of the decreasing revenues. They would most likely assume that the customers mostly lose and wouldn't miss the winnings anyway.

Good point. The industry as a whole does have the leverage to shut down NYCOTB whether Albany likes it or not .
