yes, he could. will have to wait and see if he will...and one thing crossed my mind while thinking about that happening.
i wonder how many have to be there to constitute a quorum, and could we see the same thing that's happened in the past, where legislators leave the state to avoid going into session? also, not sure how much calling special sessions costs, or how willing he'd be to do it again. i'd have to think they'd wait a while to try to get things settled down. and to give them time to wash the egg off their faces. i'd have to think the most embarrassing part is that they got caught trying to alter the time of the vote. naughty naughty
