The pick 3 and pick 4 are totally seperate pools. It can and does happen especially at tracks where the pools are small.

I've seen it happen at big tracks quite a few times. Don't pay enough attention to multi wins at smaller tracks. I think just about every single time I've ever seen it happen, a heavy favorite wins leg #1 and the longest price of the entire sequence wins leg #2.
