It's kind of like handicapping muddy/sloppy races.
Past form and breeding..........and sometimes course tendencies(water drains a certain direction for example).
Some horses just love firm ground,and hate ground with give in it........and vice versa.
Speaking of So Cal,a great play used to be the Danehill line coming over from Europe off of poor heavy/deep form and finding firm/hard turf........they loved the ground tight.
To this day I think that Danehill was the best "hard" turf sire I ever saw.
