Kentucky commission okays Instant Racing rules

LEXINGTON, Ky. - The Kentucky Horse Racing Commission on Tuesday approved regulations paving the way for the installation of slot-machine-like devices at racetracks while simultaneously agreeing to ask a state judge to issue an opinion on the legality of the machines.

The new rules would allow Kentucky tracks and one offtrack betting parlor to operate so-called "Instant Racing" machines, which use races that have already been run to generate number sequences that determine payoffs. Though Kentucky's attorney general, Jack Conway, has issued an opinion saying that he believes the machines can be authorized under rules promulgated by the regulatory body, the commission also said that it would submit a request to the Franklin County Circuit Court to issue a declaratory judgment on the devices' legal standing. (Conway's father is on the racing commission.)

My membership was revoked when they found out I'm not a virgin.

I had a chat w my favorite conspiracy theorist last night who believes that none of the gaming issues will be addressed or even discussed until after next years elections. That Beshear can't afford to press the issue if he wants to get reelected, meanwhile he will turn to the horse industry and whine that "he asked them to pass it"...and if re elected he will make sure the legislation gets passed.
I happen to think he's right, there won't be any real action taken on expanded gambling here in Kentucky until 2012.

i find this fascinating. are you saying that you will be betting on races that happened years or months ago?

I am not convinced that the tracks, CD in particular, will make the investment necessary to put a significant number of these machines in. Unlike Oaklawn Louisville has competition right across the river which makes these machines clearly 2nd rate. Despite Riot's assertions that all KY GOP politicians are idiots, they have continuously out maneuvered the Dem's on this issue. Now in passing this legislation which they will hail as the help the industry was asking for, when it proves to not be very effective they will simply say that they helped and yet the "greedy" tracks and rich horseman just want more "handouts". And a large majority of public opinion may very well agree with them. They have twisted the issue to the point where the opposition to expanded gambling can actually lay claim to having done more on the issue to help the industry than the party that supported the expansion of gambling. We all know the real story but the general public in KY isn't likely to care about the truth.

Well said and I agree with you. I found the comments from keeneland pretty amusing...they don't want too much competition so they would prefer to only have them at ONE lex track but share revenue....meaning, let them put those pos' at the red mile so the trash who use them aren't at our track...we'll wait for the real deal.

Your conspiracy theorist makes a lot of sense. If Beshear alienates himself from the moderate Republican voters by pushing a gaming bill through he will not get re-elected.
