Horse retirement and aftercare should be a natural bi-product of everything in horse racing. It's sad people have to make a push for it.

At Louisiana Downs, we have nothing setup (right now) to assist with horse retirement. I am currently working to get something set, but who knows if it'll get the a-okay stamp.

That said, in the larger picture of everything horse racing, horse retirement won't save the game. Like I said, it should be something automatic and hopefully it can get to that point.
