depends on the mares location as well- according to pedigree query (and granted it could be wrong) the horse is a ky bred.

No. The mare must have foaled in KY, otherwise he would be an NY bred. That rule is pretty straightforward in terms of breeding to a stallion based in NY and becoming a NY bred. However, he could be eligible to run in the NY Stallion Stakes Series if he was nominated as a weanling.

Millennium Wind stood in Kentucky when Exhale's dam was bred. He moved to New York last year or the year before. Exhale isn't eligible for any of the NY Bred races. He's KY bred all the way.
