My first thought while reading your post was that ZM is being quietly saved for Z's first little one. Or for the second or third little one.

Why the P next to the name? Perhaps Maggie Moss nicely requested that it become a P name if it's being saved for Zennie's first little one.

Since the mother to be is considered royalty by many, and has her own Facebook page leaving us with daily ditties like post #441; "Dear Friends, It has been such a touching weekend…but I must say in so many different ways. Life has a way of being like this", it's possible that the JC was a tad bit influenced and put the P next to ZM for Ms. Moss.

Just a theory.
Aw shucks.

I don't think you can just request a (P). I know if you want to reserve it, you can. It will show up as an (R) and lasts for 1 year. After that, you could try to reserve it again, I suppose, but someone else might grab it first. I don't doubt that the JC could just decide not to let anybody use ZM, but it'd be an internal policy type thing in theory. They wouldn't let this guy name a horse Sally Hemmings after Thomas Jefferson's slave and alleged mistress because they felt it was in bad taste. The name is simply not in the registry. No (P) is used to block that one. Something weird is going on with this ZM thing. Not nefarious, just weird.
