The article you quote above is talking about the general budget, and appears to be written before healthcare reform even passed. There is nothing in there that supports your contention. Doesn't even mention it that I can find.

The CBO analysis on the final healthcare reform bill that was passed says it will cut the federal budget deficit by 1.2 trillion in the second 10 years.

That fact was well-publicized (except by Faux News) when the final healthcare reform bill passed.
That's like a person going shopping spending 100,000 dollars on a boat, then crowing about "saving" 1,200 bucks on the trim.
The fact is that burying the country with so much additional debt before the
"expansion matures" is ludicrous.
