I remember Bob Novak's column about a decade ago in which he attended a Daschle speech in which he cited the "lockbox" numerously.

right, and just think how solvent social security would be if there was a lock box. but no, it was included in the general fund (medicaid as well) which caused a huge influx of money, which meant other spending went up-and there went social security. both the federal income tax (a temporary tax they claimed at the time) and social security/medicaid were enacted in the 20th century. federal growth and spending increased dramatically in kind. the more you make, the more you spend-and nowhere is that more true than with the feds.
