They must have pulled that Cosmonaut number out of their arse.
How could they possibly come up with a variant on that bog? Beyer Rep. calculating Tampa numbers: "WTF am I supposed to do with this race? It rained 2"+ and there were no other turf races today....F it, Cosmonaut is a pretty good horse, I'll just give him a 100 and move on."
