But, if they enter a horse then scratch after entries are taken w/o valid excuse(like an injury), then the trainer should be fined. IMO this would limit trainers from entering and then scratching b/c the race came up too tough for their horse.

Exactly how much of a fine would be a deterent?
Do you know how easy it is to come up with a valid excuse?
