Its a joke really. Trying to blame Frankel/Dutrow for a betting coup last year is ridiculous and beyond all sanity. A purse of that magnitude is what they wanted, any bets they made were nowheer near what they got for winning the race. And by the way its not the responsibility of the trainer to make sure that publications get the works down correctly. To hide works you have to have the clockers or clocker in on it as well. If they wanted to persecute someone they should have gone after the clocker who "missed" the works.
The rule up there is funny as well, I don't know teh specifics but unless you are a Canadian citizen or married to one you can't stable there as a trainer. They did this to protect the high purses and keep teh money in house. Its a joke, and a pathetic one at that.
