NYRA high weights

Since Campo has been racing secretary at NYRA it seems that he high weights stake races at a high of 119. The former racing secretary use to have a minimum high weight in graded races at 123. The lower the high weight makes it harder to spread weight differences. My question is, are other tracks lowering the weights and if so why don’t we eliminate handicaps?
