Who is in this picture ?

I took this photo of Jose Santos in the paddock at Belmont Park in the late 1980's or early 1990's and have always had it hanging on my wall. I really liked it, not just because I liked Jose, but because it, to me, really showed the intensity of the trainer/jockey plotting strategy before a race. I just always liked this picture and it's one of the favorite one's I've taken.

However, it's always bugged me I didn't record who the trainer was and other details.

Does anybody recognize this trainer and/or the silks ? I'm curious.
