Like the majority quoted in the article, if she fits between the arm rests she's good to go. If not the two should have been allowed to pitch in and pay for a third seat to share rather than both having to buy a seat. Perhaps they could build a form around a chair, similar to what they use to test bag size and hide it somewhere to avoid embarrassment?
They don't say how big the mother was though and I find that suspicious.

The questions about weight and size of clothing are approximations at best to the real issue which is body volume and whether it affects other passengers. The mother is in one of the pictures with her in the video on the page, and seems to have similar dimensions.
