How can we verify that someone in authority is looking into this so the POS can't do it again?

He should be barred from training. He broke the law.

Sadly the "people in authority" are for the most part too incompetent, too lazy or both to do anything about anything

Bird is like 0-for his last-100 as a trainer. Getting him out of the game would probably be like doing him a favor.

Apparently the mountaineer policy just bans them from selling at sugarcreek. So it's basically lip service only. A statement a few years ago from the track indicated that they knew about other auctions, but they didn't think trainers were sending horses to them. Ignorance as usual.
