On Target Performance Tool

Has anyone used the On Target
(http://www.trackmaster.com/track/select/ont.htm )tool for handicapping? Are the ratings similar to The Sheets and Thorograph? Seems like a plus to have the running lines in the Target sheets unlike the others. Can't seem to find much independent info on this tool.

Any experiences would be appreciated.
