Modification of Geneva Conventions

I'm sure some folks will have something to say.
I'd like to know your thoughts.
If the US Congress modifies the Geneva Conventions, article 3, since we are a signatory, does that mean that the others that have agreed to same need to convene to to agree with our modification?
Just curious.
