Should the winner be DQ'ed

his was an important stakes race in the Philippines ran a little over a week ago, the winner was was DQ'ed for bumping into the other horse. It has caused a major controversy back there. I wish there was a pan shot but this is all we have. Winner starts to veer out at the 1:29 mark
