If you reread RQ's dialogue with care, you'll notice that he never said that Come On Kat paid $17. The $17.00 win payout referred to that of Absolutely Perfect, the winner of Race 7, who was selected by NJS and led to his 2nd place finish. Although I've never had the pleasure of meeting RQ face to face, I sincerely doubt that he has many blonde moments.
Roamin's winnings were properly calculated on the $7.00 win payoff for Come on Cat.
