I'm sure POE is medically fine for the race. We know Shug wouldn't run him otherwise. That doesn't mean he'll be in peak form/condition either. I think the reality is that his connections realize this is likely his last chance to win a BC race and possible Eclipse title so they are taking a shot knowing he's physically fine to race.
